yes... "Master Explorer is 45 Badges" PLUS the other 5 to bring it to 50 total badges I believe 
So? Is it fixed?

45 Location Badges + 5 Explorer Badges(Novice, Journeyman, etc, Master). That's the other 5 everyone is talking about. Those 'Journeyman Explorer Badge: 10 exploration badges', or what not.

Thank you Audio!! This was extremely helpful. One odd thing though, I only found the 44 active badges but I received the Master Explorer badge when I got location badge #44. Is this a game fluke?? Anybody know? Thanks.

Its still bugged guys. i just came from there. some noobs said they got a badge and the only one they had was the one for the spice mine on rori. it was the only badge they had.

Krase, I too checked it is still bugged any volunteers to have someone go around and check just not only POI's but other places which may have been overlooked?

for some reason, I went to the Blue Leaf and Woolamander temples on Yavin 4, and never got badges...Exar Kuns temple gave me a badge... Whats the exact location for the other two Yavin Temple badges?
