i'm waiting for over 2 hours for obi-wan now... and the holo doesn't work... is that normal??

If you have properly completed all of the quests the holocron will work for you. There is no need to wait for him to spawn.

I'm having the same problem. I've completed all the quests, but I don't have any other options on the holocron except "examine". I also have the screenshot to prove I have done all the quests:
