This guide worked great for me, I had a bunch of badges when I started following the guide but only had a faint sense and I only had the faint sense until I did my last badge then I was glowy. Still waiting on the old man but not in any hurry unlike some of the unpatient peeps out there.

The way glowy works is this.
Depending on how many professions you mastered, decides if you are one of the 1-4 "Glowy" states.
If you barely mastered any professions you should be #1 or #2, if you mastered quite a few you will be #3 or #4, and you will stay there until you glow. You will never go from a underglowy to another underglowy.
I think the person who entered this answered my question. I had gotten all of my holo's out of the way and maybe that put me to number 4 by default and once I comlete the rest of the requirements Im there.
Another character I have had only Mastered 3 professions Chef, and Master Doctor/Master Medic and was Slightly attuned to the farce...err force.

Just wanted to post what I had when I initial checked and I was surging:
25 badges (had not visitied 2 of the jedi POI's and all of the Tatooine POI's)
6 Professions (3 holos and one silent)
Never completed any themepark other than the Valarian. Got the Krayt Skull. Did tons of quests for various NPC's getting things like the Alredian Flower, Basket on Rori, ATST's Pilots helmit.
My mastered professions were Dancer, Entertainer, Musician (got dancer and musician from holo's) Droid Engineer, Artisan and TKA.
With only this I am surging, will complete the themeparks and warren and see what happens.
Seems like I have not done much to get surging!!!

You can do a corvette instead. Or the imp theme park. Or the rebel theme park. One of these 3 should get you glowy.

Alright, just finally verfied this with a character who had very few badges to start with, and I followed the guide. It works perfectly. Here are the sum total of my badges:

Kill Valarians on Tatooine. Took me about 2.5 hours doing missions to get 3000K Jabba FP. And that was cuz I only killed blue and white difficultys. If you solo group or can find some tougher ones you'll prolly go faster.

When I last tried one, it sounded Very much like the old 'Silent', Holos. I got very excited that I had got all my unsilent holos done in only 3 masteries (one holo).
It said somthing like. Bl;a Bla, 'you must find your own path now'.
On test for a while, they were giving you a force recharge and disintegrating, for Jedi. I dunno what if anything they do now for Jedi.
