So unless they were taken out with Patch 18, the Act 3 badges should still be available.

Neutrals USED to be able to be in any squadron, but that was changed with the GCW update.

You get this for climbing to the top of the largest volcano on lok. Its a POI and its at the opposite side of the planet than Nym's Starport. BUT, if you don't want to "cheat" and use the POI tab, just open your Control+V map. The volcano is the BIG red mountain in the Southern Hemisphere.
