Yes the devs have stated, and its logical to, that stuff that has some position error will spawn at 0,0.
But, just for information, I think the ones spawning at 0,0 on Endor actually comes from a room down in the bunker whihc is totally empty. Its by the rebreather modification room. Its fairly big, and has no mobs or anything else to do there.
Just a thought

there are about 5 spawns that i regularly go to around yavin. I have had good luck finding the black sun, but yes, the drops for BH armor are incredibly low. I used to be able to loot a piece almost every spawn point. Now...nothing. I think it might have something to do with the loot kit pieces that are dropping, since the loot kit pieces drop off any npc. that might have influenced the drops from Black sun.

the 0,0 spawn reminds me of when you would warp there for sitting in a camp chair, and then when you got thered you'd find white npcs, funiture, and harvesters.
