The reasons the old briefcases don't work is because they changed the name of the briefcase when they fixed the quest. Its something like "briefcase full of money" now or something.
After reset, I finished the quest with no problems and now have the skull.
You must have been born under a lucky star. I submitted approximately 10 tickets over the course of 8 monthsand all I got was a consistant chorus of copy/pasted, "The development team is aware of the issue. There is no fix at this time. Please close your ticket, because we aren't going to do anything to help. Have a day.

Have you tried re-submitting recently? I sent in the ticket maybe 3 weeks ago when they reset me. I didn't evenbother re-trying the questtrying until then
It could be that before they didn't have the tools to reset for this quest, but maybe now they do.

hmmm strange that dropping it onto borvo didn't work, i was lucky it worked for me i done this mission in march or april this year and it worked first time for me the way i described.

I was stuck on this one too a while ago. But my friend had a second account and was kind enough to give me borvo's briefcase so that I could finish it.

I got stuck on this quest too. Sent in a ticket, first csr never got around to helping me, second csr was extremely nice, he saw that the quest was bugged, so he gave me a krayt skull. If all else fails try sending in a ticket.

I decided months ago that "tough noogies" was the best I'd get from SOE "Customer Support" on this issue, so I took matters into my own hands and scoured the Bazaar several times a day looking for either "Borvo's Money" or a "Tusken King's Rifle". When I found a "Tusken King's Rifle" for 6k, I snapped it up and never looked back.
