D'oh !!
When i said I read the FAQ I actually meant I opened the FAQ and saw a link to faction point stuff !!!
Had I ACTUALLY read the FAQ I would have seen:-
"At Underworld IV you get Connections which lets you Buy Faction: 1000c=10FP or 10,000c=125FP There are however several limitations to this ability"
Thanks for the answer anyway because it does clarify that rank is irrelevant to actually buying the FP.

Oh...and I'll make sure to get this edited into my Guide at some point as well...

The point is, you genuinely tried, and didn't just post asking, or even going as far to say that you couldn't be bothered to try. As long as you try, and don't expect everything to be handed to you on a platter, you'll find the Smuggler community more than willing to help you. Had this been a post like many other where someone simply asked something we've covered many, many times before, you would have gotten repsonces alongs the lines of "Read the Stickies", or my regular reply, "The Sticky Notes are your friends."
