I am running the same exact file, same exact capitalizations, and yes it is a .cfg file not a .txt file, as you. Do you have JTL beta?
And yes I have done this before with the same exact video card.

I am having the same exact problem as you are....I have it exact and have checked it every way possible...also I have the jtl beta...from what I have heard the bits is what is screwing us up...I am in the process of reinstalling the game clean..and selecting to NOT HAVE bits run in the background from a clean install/update.
I'll let ya know as soon as its done if this is the issue.

Well so far so good!! Clean install after removing/deleting all old files & folders (dont forget the launchpad folder under sony in program files) and when prompted to enable/disable bits for both accounts I disabled it.
Going to install JTL beta now and see if that has an effect.
*Just one warning on 3mbs cable connection downloading all the patches for swg took over an hour..*

Were you able to run the 2 accounts at the same time, when you disabled bits?

Yes I am BUTit didnt take just disabling it for me....I had to do a clean install to get it turned off.
I'm working on downloading JTL right now I'll update my findings in a few.

Woooohoooo just got done downloading JTl and well I went back to swg and it worked!!
got both clients running again!!!!!!
so in conclusion
1st-try and turn off bits from the launchpad options
2nd-if that doesnt work uninstall ALL files including deleting the files that are left behind (dont forget the sony file for the launch pad)
and reinstall all game files
