Yes. I recently dropped 0/0/4/0 pistoleer, and I can definately tell that I no longer have all those Defense vs. X mods. (Note: Both before and after dropping those skills I was always fighting with a carbine.)
I have to agree with those in this thread who are saying that when the devs said defense stacking was "broken", what they meant was that stacking is currently overpowered and is thus a "broken" game mechanic.
