The FAQ indicates that you cant do some of the higher slices on armour and cant do the top critical hit slice on weapon unless you are master.

The design for smuggler stated that only Master Smuggler would be able to raise the customization level of a weapon/armor above 75%. Last I heard, there was a bug in the game that allowed this. If all were put right in the world, only Master would be able to slice that high.
