FarStar players: Head there NOW if you have problems speaking to him or solving the quest because you made ranged speed in phase 3.

Same thing just happened on intrepid. Perhaps this is the hotfix

Don't get your hopes up. When that other CSR did it, the devs shut him down.

Head to the village and see if someone is there. My guess is that this is the REAL hotfix.
