Just a question. For you guys having problems have you tried speaking with the village elder first? Then choose the correct quest and he will direct you to the "Captain"? I did not have any problems by doing this.

i tried the elder thing, no good. People who are having problems are those who did the other half of that quest in last Phase 4. It is not bugged for anyone else.

Actully, I'm pretty sure the bug is from two issues compounded.
You must have completed or taken and not completed the following:
1) Last Rotation's Phase 4 quest (months ago) at Captain Sarguillo (either one)
2) Last Month' s Phase 3 (current rotation) at Captain Sarguillo
I think in order to have the bug, you have to have met both conditions here. At least this is truefrom what I have gathered from CSR.EvanF, who was EXTREMELY helpful. This seems to be the case on the forums as well.
Basically, if you did the quests last phase 4, and this saved the commander last month, you are bugged. It wouldn't happen if you saved the commander LAST rotations Phase 3, then took LAST rotations Phase 4 at Sarguillo. It has to be the conditions listed above exactly.
Just an observation. I'd like to see if this pans out.

I did not take last phase mission from Sarguillo, I did the luck quest. I still could not get the melee def quest. I had taken the ranged quest in the previous phase 4 though.

Well thats the case for me, I did ranged speed last phase 4 & last week I completed capturing the commander quest from captain sarguillo - Now I can't get melee defence :-(
So pleased though to hear this bug is being investigated :-))
