Sarguillo won't unlock Ranged Speed Tree
Noldan won't train Ranged Speed

That is a little vague, because I get the thing saying I meet the requirements for alot of FS skills I never unlocked. Of course I cannot train in them either.
Did you complete a mission and get the system message saying you completed and unlocked or did you only convert a bunch of XP into FS and try to talk to them for training?

You get a system message saying you completed it but you get no message that the skill it unlocked.

I killed everyone I was supposed to, and got the system message and it shows in my CTRL-J, but Capt. Sarguillo won't unlock the tree, therefore Noldan won't train...

Ah, you don't need him, it unlocks when you complete it, at least it's supposed to. Only a GOOD csr will help you. Alot will just say, "We are aware of a problem, please sit around and wait for a fix that will magically unlock you." Of course there is no such thing.
After TWO WEEKS I filed a second ticket and good CSR unlocked me immediately.
I swear, there needs to be some coordination with CSRs. Once this bug occurs, there is NOTHING that can be done to fix it without a CSR. Problem is alot REFUSE to help and just send your their condolences.
I am thankfull for the good ones that are out there though.

SOE Customer Support is an oxymoron...
for those of you having trouble with lazy CSRs... send an email to [email protected] It goes to the CSRs' supervisors

CSRs, or Devs.... Please Fix Sarguillo or set my Ranged Speed unlock boolean flag to true
