It's on a time tick. Reset has nothing to do with it at all.

I don't think it has shifted without a server restart. If I am right then no one would have been there to see it change.

I am on Ahazi and have been there for 2 days waiting. I want to see the event.

It changes when the server is reset, theres a 3 week timer on the server and when it runs out the next reset kicks in the phase change.

IT has been stated, by the devs, on many occasions, that it is on a timer and in no way requires a reset. Last time it shifted on Chimaera there was no reset.
