The conversion rate affects everyone. It hurts non grenade grinders as well because prior to the change you would get double the xp for each of your Weapons XP points. Now you dont.
Before (Not Using Grenades):
1.2 Million Rifle XP = 40,000 FS
350,000 Pistol XP = 11,666 FS
200,000 Carbine XP = 6,666 FS
175,000 Combat XP = 58,333 FS
Total: 116,665 FS
After (Not Using Grenades):
1.2 Million Rifle XP = 40,000 FS
350,000 Pistol XP = 11,666 FS
200,000 Carbine XP = 6,666 FS
175,000 Combat XP = 5,833 FS
Total: 64,165 FS
Difference: (52,500)
That is about a 44% drop in XP for that scenario.
At 116k FS per trip to the Village it takes 10.5 Trips to fill up 1 FS tree. And about 63 trips to fill all 6 branches.
At 52k it takes 23.5 trips to fill up 1 FS tree. And about 141 trips to fill all 6 branches.
Stop saying only people who use grenades are affected.

Believe me, I really hate the naders. I grinded 7 full trees (don't ask) with just pistols, rifles, and carbines. Several times, I got into a group that had a couple of naders that just threw a nade and sat back to watch, and every time I left the group - it just wasn't worth it.
However, nerfing the combat XP conversion ratio is not the solution. When I did my grind, I would cap 3 million weapons XP, which would result in 300k combat XP as well. This converts to roughly 200k FS XP. Now, that 300k combat XP is now worth 10k instead of 100k, which means that it will take roughly twice as long to grind FS XP.
If their intention was to eliminate nade-grinding, they should have changed it so that nades give standard weapons XP, but at the same rate as the combat XP (i.e. you would get 700 grenade XP per kill instead of 7000). Or, make it so that nades only give 700 combat XP instead of 7000. Something like that, so that it punishes the nade-grinders without punishing everyone else.
If their intention was to slow down the grind, they will have accomplished their objective. Personally, I'd like to see them make the FS-to-Jedi process harder and longer, but I don't think this is the way to do it. It might succeed in detering people away from being Jedi, but I just don't agree with their solution. I really wish that SOE would focus more on content rather than pushing the grinding bandwagon so hard.
To all those who have not finished your FS grind yet, I feel for you and I hope they will eventually make positive changes to make it more interesting for you.
