I have been gone from the game for over 8 months (deployed to Iraq) and i know a lot has changed in that time. When i got back i finished the quest i was working on and after that it said "you have an inner glow. The force is with you" that was 3 days ago how long does it take for the old man to visit you and is there a certin planet you need to be on for it to happen ?

usually any time up to 3 days, so he should be due any time now. no, you can be on any planet, but stay out of NPC cities. either stay in the middle of nowhere or in a player city

He will come there, anywhere from 8 hours - 48 hours.
I personally believe that shuttling on the planet definitely seems to spur him on, but I have no basis other than my own experiences.

I found out from a few people, about different ways of doing this. the one I went with is walking from bestine to Entha on Tatooine. I heard of someone doing it 2 days ago. So I tried it last night 24hrs after being glowy. and about 1000m into the walk there he was. So I would recomend this to anyone waiting for a visit.

Personally I think he visits when he's ready and doing things like shuttling around etc make no difference it just feel like it. Waiting for something to happen usually drags. However a friend of mine who was having a lot of problems with crystals that didn't show in his inentory and discs from the Sith that didn't work was visited regularly whilst visiting Yavin4, whilst doing some space missions from there. I think he encountered both the Oldman and Sith about 4 times. They also came shortly after he had landed on the planet whilst he was hanging around the starport.
For me the oldman came whilst i was shooting up a Rebel base east of Eisley and the Sith seem to always attack me when I go to a banking terminal.

I tried the shuttle around the planet thing and all it did was cost me a few thousand in shuttle tickets and nearly 100K in shopping bills from buying junk from player city merchants! I barely had room to hold my crystal when the old man gave it to me.
He eventually showed up the next morning after I logged in, then logged out and back in in front of my house 1km from Eisley.

how long after you have filled your 6th branch does the old man visit ?
and is there anyway to speed it up?

Seems to be within 24 hours. I filled my sixth branch last night at 7:05 PM EDT, and 5 minutes after I logged in tonight (around 6:45 PM EDT), he was there waiting for me.
As for speeding it up, I believe the same rules apply (though I never had success with those tricks in either the first or second visit, so who knows?).

Same as the first visit he pays you. About 24-72 hours. Be patient!
