Some say it's an exploit.. it's certainly an unintended game mechanic, so it probably is. If you /duel a BH who has your mission you'll get a message saying you cannot duel someone who is attackable (or something to that effect), thus letting you know the BH has your mission.

BH's may not know initially specifically who their mark is, but the duel/unduel combo does still work for the Jedi to detect if the BH has his mission.
