I've had that happen to me while looking for Knight trials mobs.
I spent an hour on Lok and saw nothing, then out of nowhere I was surrounded with red dots.

Without daily server resets, it seems the spawns get hung up or frozen. I find if I kill a few things, whatever ground spawn I can, it seems to right the problem.

You better not be dropping that rifle for a glow-bat Wayne.... I don't wanna have to make a BH on Eclipse just to grief you until I see a rifle in your hand
