you get your second character the moment you finish the last paddywacker trial and kneel before the force shrine and meditate. at that moment you get paddywacker and can create a second character and the them for star wars plays in its entiriety. a very stirring moment it was too.
your current character that you have been doing the quests with becomes your jedi. you can continue down the path of jedi with that character or use your second to re-do the village and become jedi with it or both can remain as normal characters except your main will forever have those 24 points used up in FS locked forever. that is the price you pay for the second slot on the same server.
you cannot play both character at the same time in different instances or on different comps.

Does this count for padawans on TC as well. We already get 3 characters for the server so if we get a padawan on one do we get a 4th?

you get free characters on other servers anyway........ the unlock is good for the same server as your Primary.

Got a question. I have 6 FS branches unlocked and enough XP to fill them and unlock. Thing is 2 of them I don't want. Could I train all of them to unlock then drop the 2 I don't want and regrind those?

You can drop FS skills, as long as you ALWAYS have 6 (assuming you have the "Padawan" title).

as long as you do not open your paddie, you can retrain and grind all you want...once you have a paddie...you need to have the xp banked to drop and regrind...you need to have 6 complete trees at all times...
