you need to speak to paemos and use your unlocks. just be careful. be sure NOT to pick two free unlocks in the same tree or you will waste one of the free unlocks FS xp they give you. if you want to use two free unlocks in the combat tree, only use one first, then go train and use all the stored free FS xp in combat, and then go back and use the second free unlock in combat. if you do them both right away, you will not get the free xp for the second unlock. when you do the first unlock, the free xp caps the combat FS xp. if you do the second while the combat xp is capped, you lose it because you are already at the cap. hope this helps.

and that's that, the guides are all wrong about what NPCs open what and how it all works. I have, however, confirmed you must hit "IV" six times in FS skills (like Senses 0044 and Reflexes 4444) to unlock. You can't just go Senses 2222, Reflexes 2222, Combat 2222 for example.
Hi - its becoming clearer - I have done Whip and unlocked the four branches in Senses - but Captain Sarguillo wont talk to me (I have too much on my plate) - you wouldn't be able to tell me how to sort that out would you?

The reason you can't talk to the Captain is because you can only due one quest per phase. That is the main wait. So if you have done Whip for phase one then you cannot do another npc quest till the next phase comes out.
Info:
Captain Sarguillo will have you do patrols: 8 wpts 10 each this in turn will unlock Ranged Accuracy branch under Novice Combat Prowess. Make sure you have enough room in your data pad (ie. 88% full or less), otherwise you will be running a bunch of useless missions. That's right just one branch. If you want to do the patrols another time the wpts are twice as far away and your reward is a Aurillian Banner. Very nice house decoration.
One thing I don't understand is that for phase one Whip can unlock all of trees of Heightened Senses? The Captain's quest only unlocked the Ranged Accuracy branch. I have both Novice Senses and Novice Combat however if I try to learn a skill besides Ranged Accuracy I am not able to. So my question is does Whip acutally unlock ALL branches of Senses or just one tree?

I think you may be confused here. What do you mean by you "unlocked FS senses"? I have unlocked 9 BRANCHES and no one that I have spoken with has unlocked anything but a branch. Maybe you trained Enhanced Senses Novice? You can train all of the novice boxes right away but to start training each of the BRANCHES beyond will require one quest. There are four trees with four branches each, thus 16 total branches. You need 6 total branches and thus will need to do quests in at least 6 phases.
The phase 1 Enhanced Senses quest is Silvarra's. It has continued to be this way on TC after the live patch. Doing this quest unlocks the ability to train Enhanced Senses: Persuasion but not the other 3 Enhanced Senses branches. To get Enhanced Senses: Surveying you will have to wait until phase 2. For Enhanced Senses: Luck, you have to wait for phase 3. For Enhanced Senses: Healing you will have to wait until the assault phase, or phase 4.
