For me he arrived once I landed at the Emp's retreat. It took about 2-3 days, was not expecting it and all of a sudden he popped in my face. I didnt even do the Vette mission, NOT ONE !! I he came. The forum lists are wrong !! Sorry to say.
Oh yeah, the siths that come after you also, be sure that you are in a player city, town or what ever, just not NPC city like the rest said.

after i got glowy it took about 1-2 days for him to come, i shuttled to an enemy city to own up on some rebs and he came pretty much just after I loaded. i wasnt really waiting for him and I think it made him come faster

i highly doubt that the forum lists are wrong. i never did the vette missions either, but if you read the forum properly it says that is one method of getting glowy. The other (the way i did it and presumably you did it) is to do the warren. next time make sure you read the stickies before slagging them off
