You need to talk to Flash Harrison, who is on (level 1 or 2) of the great tree.
Making it quest based is nice as it introduces you to the concepts with a story.

you need to be pretty high in pilot to do this or bring friends

The yes to "Can anyone space mine" are not entirely true...
Only players with RotW can extract resources from Asteroids.
Enyone can equip the parts, but nothing will happen when you shoot the asteroid with the mining laser, unless you have RotW

well to update........ talking to flash was correct and i did recieve the laser and the cargo hold.
btw i did this as a 1/2/1/1 pilot so it is possible to do solo and below the lvl of the spawns. but to be fair i am a MSW so i made a very nice capacitor, reactor and 2 decent weapons to go with my dunelizard. having a full load of missiles was key as well since it helped me be able to defeat the 3 level 3's that you have to kill for the patrol route 42 mission. i got rid of 1 of them real quick and the other 2 didnt really get a chance to deal much damage.
