It could be pure luck, but once I started going to the Correllia Temple in the SE corner only, I didn't have a single bug (did something like 8 in a row without a bug). In addition to this, I approached the contact npc cautiously to make sure the server was caught up to me. If you don't have a fast connection, you may want to wait longer.
1)take mission from that SE temple in Corellia, 2)head to contact, 3) when I was 200m from the npc I stopped for about 30 seconds to the let the server catch up, 4) got off bike and ran (NOT burst run) to 100m and stopped again for 30 seconds, 5) ran to npc, 6)complete quest 7) go back to SE temple on Corellia, rinse and repeat. Do this upon first contact and upon returning to the npc after completing their quest.
Now, I know this seems excessive, but it's much faster than goingback to the temple to reset the quest if it does bug.

Shuttle does increase his spawn rate, but ONLY if you shuttle to npc cities only and run (no burst run or speeder) out to 1k outside city limits and back. Do it for an hour and if he hasn't cxome yet, then log out long enough for your character to unload from the world. Then relog and repeat....it will increase his spawn rate for you.
keep over head map on to.

I filled my 6th branch last night at 9:30pm.
Hung out on talus for about 2 hours... No old man, so I logged for the night.
Then I logged back in at noon.
The old man came to me 250m outside of my player city wher eI had logged off at.
I missed him, so I logged off, relogged back on and 10 mintues later he came again.
I now have the Waypooint to go kill mell.
I will do that when I get off work today in 3 1/2 hours.

Rubick this was tested and proven to work many times. It's helps the server updateand recognize your status and send the old man. Also, this was test by MANY peoplejustby personal experience.
You are wrong....show me the test results if this was tested. I assume since it was "tested" the results are posted somewhere. Just because somenoe shuttles somewhere and old man spawns, how do you know that if you hadn't shuttled he wouldn't have spawned in the same amount of time. There is no way to test this, you are wrong, it is random.
