I finished the melee defense quest tonight, my journal has been updated, Sarguillo has thanked me, but no unlock, Paemos confirms and Noldan can't train.
And I submitted a ticket and got back a pathetic canned response about it being "a known issue".
I want a live CSR to fix this for me tomorrow.

Submit a ticket, the CSRs fixed it for me. You can't do a /bug because that won't get the desired response. You need to go into CTRL + H and sumbit an actaul ticket and describe the problem.
I'm pleased to announce that submitting a series oftickets...and insisting on talking to a CSR...did work, at least in my case. Yesterday a CSR logged into my FS toon that completed the melee defense quest a week ago and the line has been unlocked and trained up, and the old man visited him last night again and gave him a WP to Mellichae's camp.
So, there IS a workaround, you just have to be persistent in getting it applied to you. Don't accept the canned responses of this being a "known issue". The squeaky wheel does get the grease.
