Don't forget that the captain only spawns after the required number of Sith thugs have been killed. So you can't just draw them away from the gate while your mate goes in to get the Captain ... he won't be there !

Ok.
Heres some answers to a few questions:
1) Difficulty. The quest itself is difficult, but the truth is, these thugs aren't all that hard. The key is, to intimidate them.
Intimidated, their damage output is such that it wont dent your buffs, you can even handle more than one at a a time ( i was killing them two at a time as a master tk).
Intimidate also lowers their defenses...it is a MUST.
2) Talk and bail. Doesn't work. The commander has a poison on him that he will take to commit suicide if you get too far away from him.
If you hop on your bike and run for it, he'll pop the poison...mission failed.
3) As Nihro correctly pointed out, the Commander will only spawn when the 5 thugs have been killed...so kiting the thugs away and not killing them is not a sound strategy.
If you can get ranged help...great, stick a bleed on one of the thugs and let him come to you, then unload.
If you have a larger group with you for support, make sure that the person lowering the shields gets at least one hit on a Sith thug to get credit for the kill as one of his 5 that he needs to do to get the commander to spawn.
Working in a larger group, and with good tactics, you can actually have your group engage and beat down the other thugs while the shield lowering player just walks over and mops em up
4) Getting a disk/remote etc for a close base.
There is one base that is very very close to Aurillia (it is to the south east IIRC).
I dont have the wp with me, but i can post it tonight when I get home if anyone needs it.
Go to that base, and kill all the Sith Pirates and Outlaws that are spawned there.
Rinse and repeat this process until youve acquirred a few frequency code disks from the Sith.
While you're there, take a quick look at the mouse droids doing the patrols outside this base.
This is the base remote that you want.
Take the disks back to Sarguillo...and keep turning in disks until you get the shield remote that matches the name of the mouse droid (and thus the close base) that you are looking for.
In this way, once you capture the commander, you will have about a 1700m walk back to Aurillia with your captive in tow.
Hope this helps.

I have also heard from last time around, that if the person who drops the sheilds simply DIES, the commander will immediately spawn, regardless if the 5 Sith have been killed or not. The second player captures commander and walks away.

Incorrect...i tried this tactic before and it did NOT work. If the first player dies, the commander will spawn but that same player that died has to bring the commander back. If the second player brings back the comander instead of the first player...it will not complete when you arrive at the village. Captain whatshisname will talk to you as if you havent completed the mission and the commander will die eventually (yes this happened to me also)
And for the person who asked if you can swoop back....if you and the commander are a certain distance apart (dont know this number) he will stop....yes this also happened to me and he died on me along the way.

Yeah, you have to stay with the commander like others have stated, and for the disks and getting a close base I would get a couple of disks before going turn them in or just keep getting them and turning them in until you get one close enough.
