The second day of being glowy I spent approx 3 hours in Mos Eisley, maybe more, getting the 2 Tusken badges, just for the heck of it, and later that night the Old man came to me when I was hunting lvl 111 force guys on Dant... I don't think being in a npc city necessarily curses you, just maybe he won't come while you're in one.
