The captain will direct you to other npc's for different unlocks. He has a couple if I remember right that you get directly from him. You can train nov boxes without unlocking but you have to do the quest for the unlock to train in that particular branch.

its quite simple the reason why you cant learn ranged defense is you need to unlock it by completeing a quest

each phase has 4 quests available and each quest unlocks 1 skill.

you can only complete 1 quest per phase so can only unlock 1 skill

if you have done no quests then you cannot learn anything other than novice skills if you have the experience

each mission you do unlocks a certain skill depending on which pahse you are in and who you talk to. they will tell you what skill they teach before you take the mission

All the skills the people usually want, ranged def, melee def, luck, melee spd are all in phases 3 and 4
