they only change doing server downs since I doubt it would be possible otherwise

The easiest way to tell when there is a switch from phase 4 to 1, is when you log in, and if you get the message that you failed your mission against the Sith Pirates and Outlaws... you know you've switched to phase 1... This only happens with toons who are Force Sensitive...
This happened last switch from 4 to 1 (which i missed by a couple of days...)...
I hope this helps everyone who wants to know if their server has changed phases...

The thing is, i completed my quest... i got my unlock...
But, you will ALWAYS fail the defending of the sith...
Why? Because that's how the village phases work... you never win against the sith. That is the storyline with the village.
So when you get that "you have failed to protect the village from the Sith XXX", that is part of the storyline... That is your indication that the phase has switched to phase 1....
Now, if only there was another easy indication of when a phase switches from 1->2->3->4.
