Crystal tuning is random.
The JediRevamp FAQ stickie has a list of what drops crystals/pearls:
SECTION 2: CRYSTAL DROPS
Note that all of the mobs on these lists seem to have a chance of dropping either type of crystal atm.

Ok, so i have just as good a chance to get over 100 damagewith a fair crystal (clear) and i do with a good crystal (clear)?
So the stated quality means nothing?

the quality is sort of like a percent chance. Premiums have a much better chance to tune -9 ~100 dmg than say a good or quality.

Okay so my next questions -
What is the scaleof quality ... poor / fair / good / quality / premium?
What is the highest damage a crystal can reach ... 100?

you can loot color crystals off of tuskens, or nightsisters or wahtever you want basically
white crystals are looted off of level 109 npc's on dant, the force crystal hunter's cave on dant, nightsisters, among others...easy to get

Is the force crystal hunters cave on Dantooine a POI?

Yes it is. Pre-CU I looted clear crysals from Fort Tusken.
