As stated in TH's Dev post and on countless other threads - the Old Man is suppose to visit you in 1-3 days while you are outside of town borders. This is a 'random' effect but one that will happen relatively soon. There is no way to "summon" him.
Currently though, no one has reported being approached by the Old Man.

Everyone who has the force with them, yes (met the conditions to become 'glowy). Not everyone under the sun.

I have looked on the forums here, and cannot find an answer.
Someone told me lastnight that the old man visits you based on the phases of the village. I began to "glow" on Saturday (Possibly Sunday morning) and he told me I will have to wait a week or 2 for the old man to visit me because of the current village phase.
Is this true?

This is true. TH stated that they did not want the village to get flooded with people so in the beginning they are limiting how many people can start the quests. There is no way to know where exactly you fall though. You could get visited within the next five minutes.

No, he visits you based on how many times the game has to recognise you avitar. meaning if you shuttle jump from player city to player city then wait 10 min and repeat the old man should visity you soon. also wait 10 min b4 shuttling when you log on.

The shuttle around deal is has been suggested but not proven. I didnt do it and I got my visits, but then again I was a post 9 unlocker and any length of time to wait was to long for my liking. I htought they should have given us padawan from the get go. Silly devs :/

I spent my first 2 days doing everything but shuttling around. I walked around grabbing poi badges or I hunted around our city, etc. On the 3rd day I decided to do hops and on my 3rd hop he showed up. The sith was much different. I hopped on several occasions, but nothing. They seemed to show up approx 24 hours after the old man because I was heading to the shuttleport to start hopping again when they attacked. I got the waypoint and went to the camp and luckily it was still there.
