When I asked the guy about it he said he's Master Pistoleer and close to Master Fencer..So basically stacking modifiers causes an overpowered template thats sure to get nerfed right out of the game..
while this seems incredibly unlikely, I feel obliged to point out that (according to one liscensed book or another, I think it was Tales from Jabba's Palace) krayt dragon's have been soloed by actual people in the actual universe. the person in question shot the krayt in the boneless hollow between the eyes until he burned through to the brain. a master bh combined with high dodge and eyeshot could do this.

You have to keep in mind that the drop loot isn't designed piece by piece under the examination of a Dev. When the loot is first generated by the game a random generator just picks the mods it will boost out of a big conglomeration of mods. The amount in which it boosts has a range set, based on the mod that dropped it.
Since it doesn't check if the mods can function together, you can get worthless mods... such as CounterAttack on a Gaderiffi.

Devs aren't back until Monday. There can't be a final confirmation until then.
My thoughts at this point are that the results that have certain people believing there was a change in Dodge stacking is due to the recent enhancements to the game's mobs. Their accuracy has been boosted significantly, and it has the effect of reducing the ratio of Dodges to Hits.
