This is a question asked many times. I should make a universal thread for it. But i'll post again.
Soft Cap for all skills is 125 with is reached through using combinations of professions (ex: Range and Melee Def, Dodge, Block, CA, Def vs KD, etc)
Hard Cap is 150 which is achieved through have +25 worth of attachments for the skill. Anything over 150 will not work. (I have 246 Melee Defense, trust me i know. I have a Bicep with +25 and then i have a couple other clothing that give me +19 or so total.)
Using Food is interesting though and i'm not 100% sure how it works sometimes. If you use food and get to 150 for a skill it sometimes only works as 125. How it does this i do not know but i did some testing to check this. You safest bet to know 100% that your mods are working is to get 125 with skills and +25 with attachments. Food mostly only seems to work as 125.

Pistols and One handed Melee weapons are your Dodge weapons.
You can Dodge unarmed, but like the guy said, its not based of your Dodge mod. While Unarmed, your mod(found in the balance branch), gives you a chance to Dodge, Counterattack, or Evade. Ithink the mod is your Combat Equilibrium, but am unsure as of this moment.

its called defense Acuity (prolly pselled it wrong). Combat Equilbrian it the chance to recover automaticallyfrom something like kd or posture down.

They may stack on top i won't argue with that...But they don't seem to work all the time and if they do its real buggy. Would you rather take brandy and canape and some spice instead of taking def vs kd food etc. I know i would pass up those stuff, because mind is more crucial to me in pvp. And plus you could always defense stack.....until combat rebalance.
