It is broken in live and has been for the 10 months that I have been playing. You probably won't notice anything in your combat spam unless you are a Jedi or a TKA. SH bypasses the "toughess" attributes, melee toughness (mainly TKM's) and lightsaber toughness. Those tougness attributes are not factored into the damage calculation with Scatter Hit attacks. This has nothing to do with armor or other primary defenses. The SH bug is one of the main reasons that fencers are deadly even against Jedi Guardians.

I 100% agree with you. SH ignores toughness, it is bugged. The problem is that everbody hears SH is "bugged" and ignores defenses, claiming that it's going through Armor, PSGs, and everything. Saying so and so Fencer hit me for 1k+ through stun armor.
When the reality is that currently people with "toughness" are hit like normal people. After it's fixed, people with toughness will get hit for less and people without it, wont notice any difference.
