Fencers really have fast pased jabbing like manuevers, or so I'd think a fencer would have, and might be better suited for single weapons.
No. That's not the case at all.
What you're thinking of is a foil. That's merely one type of fencing. Some fencers, such as myself, use the sabre. It's a slashing weapon, like a katana would be. NONE of the weapons in Galaxies are jabbing weapons, and as such, they may all be dual-wielded under technicalities.
That said, I don't want to see dual-wielding as a necessary step to fight. If it's just to overpower a character, than it's pointless. Accuracy anddefensive abilities should decrease sharply. If dual-wielding is implimented, there had better be benefits forusing single OR dualweapons.
