Back in the early days of entertaining, action use for flourishes was always half of the action used for the base use (that being the action taken out every 10 seconds whether you flourish or not). So if you were doing a dance which flourish took 16 action then the base use would be 32, and since 1 flourish is the ideal for XP you get a total use of 48 every 10 seconds. For musician flourishes are shorter so to encourage people to flourish more they cut the xp per flourish in half and also cut the action in half, so to get the same xp for 1 flo in dancer you have to do 2 in musician. To compensate this devs cut music flourish costs in half so instead of 16 per flo it was 8, double that for base use and you get 16, and 2 flos every 10 seconds + base = 32 action every 10 seconds. Obviously this was unfair to the dancers and after much whining and a few math lessons for the devs from the dancers they fixed this, now dancer base cost is now equal to flourish cost, so instead of 32 for base dance its 16 for a total of 32 action every 10 seconds for max xp.
Now, musician or dancer MAY take more for YOU depending on how rounding works out, if the base is 15 and the flourish rounds down to 7 for musician then your total cost will be 28 to a dancers 30, or could sometimes round up and the dancer uses less, depends on how the numbers server side work. Theoretically they're the same. That said overflourishes will drain a dancer much faster than a musician, and its much easier to speed buff as a musician because of that...
Eaca is correct. A while back Dancers where using more action due to a math oversite by the Dev that designed the system. After much argueing myself and SlickRiptide where able to show him the error of his ways and he went back and fixed it. As of right now Dancers and Musicians use exactly the same amount of Action. A Musician flourish at the same level is exactly 1/2 of a Dancer flourish for that level. If you are doing your flourishes at the same timing there is no difference at all in action use between Music and Dance. If for some reason your doing more then 2 flourishes to a dancers 1 then of course your going to use action faster, but I don't find that kind of spamming to be needed in most cases. I've Mastered Dancer 5 times and Musician 3. Before Dancing used more action, but now their happily equal.

I have a twi'lek musician who at novice musician would run out of action quicker than my twi'lek master dancer doing exotic. They both had maxxed stats.
This may have changed recently, but I vividly remember grinding Master Entertianer back in the good old days.... that I had to redo my /flo macro after I finished the music line and started on the dance line, because dancing killed my action faster.... /shrug
