You aren't doing anything wrong. The key word in the phrasing is set.
There is a very limited pet command queue which limits your ability to give a pet a command to only the current command. This means that you must target each corpse and send the droid after it.
Where the droid becomes useful is when you command it to harvest corpses, while you are still engaged in combat. This allows you to continue fighting, while the droid tromps around the field of battle skinning the dead.

Increased harvest rate, when its just you and the droid, and its a lot allows you to keep on fighting, and not worry about the corpse despawning on you while you keep on fighting.
I've been in battles where I keep taking out critters around the lair, and never had the chance to harvest the corpses. If I had the droid around, then I wouldn't have lost any of those harvests.
I am almost afraid to ask because I am sure this has been asked so often... but arent harvest droids broken now? Mine eagerly rolls to the corpse, but does nothing, I get no hides or whatever, and I loose the right to harvest the corpse myself.

No, they should work ok, its just the harvest amounts that are borked.
Did you select a resource first?
Harvest droids can also be of great use to a Rifleman. If you take up a prone position to snipe away at a lair of creatures, the droid can be sent in to skin them while you remain at range and start sniping the next target. This can save a huge amount of time since you don't have to stand, run in, harvest, run out to range, and go prone for each creature.
