Malitevv has it right, the bonus is a sliding scale based on your skill vs the rating of the droid. The better your skill, the better the droid has to be to get a bonus. However, that does not mean that the lower your skill is, the more the droid does for you. As near as I can figure it works like so: when a droid rating exceeds your skill,the amount taken by the droidwill have a bonus tacked on to what your normal amount would be. Since you consume veghash and that veghash improves your skill, as long as your droid's rating still exceeds your own, you will see a larger harvest, since the base amount has increased.
A 105 rating droid is probably going to be the most common "good" harvester rating you will see. It depends on the server and the quality of the resources spawned. I have heard tell of ratings as high as 113, but it all has to do with the quality of steel available to DEs on your server. The module is experimented based on the CD/OQ of the materials, and there are fairlylow caps on the CD of steel.
It also can harvest while you're in combat.
