as a non de/droid consumer i say
yes (de's certainly don't make a substantial living off batteries anyway)

no (Droid decay is a very bad idea, most players use droidsfor valuable item storage.. if these start decaying alot of people will risk losing many of they're best items and would likely cause players to quit, especially if caught unaware. If this unfortunate plan does come to pass, please make sure a safety net is implimented to prevent players from losing valuable items within droid item storage compartments).

Batteries are one of the few reliable sources of income for lowe level Artisans and while I think the term 'battery' conjours up the wrong mental image of what you are doing to the droid we know for a fact that droids require recharging (R2 on Dagobah in ESB)
What I would do is change 'droid battery' for 'portable droid recharge kit' but keep the mechanics of the item (i.e. experimentation alters number of charges)
On the subject of power droids I would maker speeders require power (the background fluff establishes the EG-6 was designed solely to power speeders) but allow players to also use the existing harvested power for speeders, and also give us the ability to bind a power droid to an installation as the devs discussed some time back.
Player houses could also come with (or an architect could construct - using DE components) a static droid recharge point, [possibly] increasing the house maint usage but allowing a permanent point of droid recharge [that never needs charging itself]
(alternatively just make droids not 'use' power when inside a player house - but I like the architect construct personally)

No, Droid batteries should be used in conjunction with other power sources/methods. What about giving a bonus to using a Power Droid?

Yes. They are currentlythe only thing that does decay.

NEVER

Depends on Method and Fuction(like ADV Batteries)

Depends on how its Implemented (I prefure Vitality to Decay however)

Like the idea of tying Vitality Decay to use of Batteries. Would need a tool to repair vitality similar to weapon and armor repair kits usable by anyone.
