Weapons and droids are very different from each other.

Weapons are something that you train to use. You go into an entire profession based around using weapons, and learning how to do this. If you reflect on real life, using a weapon takes a lot of technique, therefore training to be able to use a weapon is a very realistic aspect.

However, droids are different. Droids are programmed to do specific actions on command. There is no kind of training that a person needs to activate the commands of the droid. The droid is AI, artificial intelligence, able to act on itself based on it's programming. Reflect this to real life, how much training did you need to use your computer, or play Star Wars Galaxies, or play PlayStation 2 games, etc?

Droids and weapons are very different from each other, and you shouldn't need certifications to be able to use them. With your train of thought, you should need certs to be able to buy a house, or harvestors.
