I absolutely agree with you, but the problem is: In SWG, this would mean sacrificing vital abilities to get control over a doubtful versatile NPC.
The Sqaud Leader community at large is simply not willing to give up possible abilities fo a skill almost no-one would use in PvE
(NPCs forgetting their commands, getting stuck on server boundaries, taken out too fast, doing too low damage....)

It seems fairly simple to me. Improve all "standard" combat droids so they are at least mildly effective. These are available to everybody. If anybody can use them, their power balances out. Just like buffs or composite armor, if you have one and the other person doesn't you have an edge. You can't unbalance things if you give equally to everybody.
Now "advanced" droids, the big combat ones. Obviously, you don't want your "uber" combat classes really getting them it would unbalance everything. So here is what you do. At the Master level for all your "crafting" professions, give say +20 Droid Handling levels. Master DE get's +40. Your biggest nastiest droids take 60-80 to use. So a MDE, MA, MWS could have 80 Droid handling levels.
Now a level 80 Droid shouldn't be a total juggernaut of power. A char who has mastered 2 or 3 combat professions should be able to take one. However, a level 80, should be far better then the "standard" combat droids.
So the end result would be "fighting" chars would have an edge if they had a "standard" droid and somebody else didn't (but everybody could get one.) Yet your non-fighting professions would actually have an option to defend themselves while surveying or if their town was attacked.
