of coarse this is my initial reaction to the question.. the exact mechanism as to how batteries would affect decay would need to be developed.
I would not allow decay to affect storage and data modules because that would really piss people off to loose stuff if they forget to maintain a droid or remember to move stuff out of the droid before it dies.
People also get attached to pets too... so maybe instead of completly having the droid destroyed or perma death... have its ratings go down (harvestor, medical, auto-repair, etc)... just like creature pets HAM's go down.

EDIT: after reading the other thread I changed a maybe to a yes, but, I think the question alone without a better proposal won't lead to the right way.
After all, the battery is not the problem, it's the reachargng that is annoying.
And link battery usage with decay is a good idea.

I'm envisioning using the batteries as a kind of droid buff pack. As the power of the droid decreases... so does its HAM. To the point where a droid has no HAM what-so-ever and does the whole destroyed animation at "No Power". Of course, the droid isn't destroyed, but when was the last time you were able to drive your car on no gas?

3. There is more to it.....
Read or disreguard: (example) You buy a car.... The car needs gas (every one can put gas in the car). Breaking aside the car needs regular maintence (oil changes, tire swaps, suspention worn out, door handles lubed (VW only). Only some one with mechanic skills of sorts can do this....
In game.... You buy a droid.... you fill it with gas (batterys), the droid only works with battarys, when the Droids ham starts going black it functions less and gets worse over time until it brakes, unless it is taken to DE for repairs and service. R2D2 lasted years but not with out proper maintence. Bikes should use fuel too.... just be cause my car is at 100% condition dosnt mean it will run... it need other things.
