If someone before patch 8 was a crafter and needed resources they had 2 choices. Either buy of a vendor/bazaar or have someone with the proper skill do the surveying for them.

I dont see why these Survey droids would allow those people to know what resources can be found if they don't spend the skillpoints for it.

It's the same with all professions. If you dont invest in the skills you wont get any of the benefits.
