No, see, what I assume he's getting at is that, when you try to build a Level 2 Item Storage Module, you get a Level 2 Data Module out instead. This is a well-known bug that I don't believe they've fixed yet.

No no... it's just a naming issue. It's still an item storage module. I've made three R5s with them, and they work, according to my customers.

Agreed except instead of restricting modules to certain types of droids, the modules should get bonuses for having specific modules in them. For example, if you put a lvl 1 med module in a mouse droid it would have rating X. Put the same module in a medical droid and it would have a rating of X+.1

This would allow to make novice DEs to make cheap medical mouse droids while allowing those with BP 3+ to make more efficient medical droids.
