Its not just localized to Level 1 Data Modules.
Any Level based module that is experimented on has the chance of being experimented up to the next Level, with the exception of Level 6 Modules.
Since hardly anyone ever builds Level 1 Modules after hitting Master, we don't see it happen very often. The chart below lists the rating varience that each Module has. You have to keep an eye on the Module Rating. The 'Level' ofany Module is completely based upon the Module Rating.
A Level 1 Module that has a Module Rating of 3 = a Level 2 Module
A Level2 Module that has a Module Rating of5 = a Level3 Module
Etc....
