I think that you are a bit confused here. The BLL thatI am speaking of is a static NPC that is a resident of the village. QT-QC, the BLL inquestion,gives you the schematics necessary to build parts for the village using Resource Containers, not to be confused with resources, that can be looted off of each and every Shadow Sith, or through the Survey Quest. Each of these crafted components are then handed back to QT-QC after you build them. You have to turn in X amount of crafted components to QT-QC before the phase shifts.
Resource Containers are the only item used in the crafting of the Village Shield and Wall components.
Okay...so, it seems that it is a 'you'll miss the bus' thing.

That is really my only real gripe after reading peoples posts. The whole setup is for people who want a Jedi. The mindset is, "if you miss phase one, then you just do another next phase." The problem is with people who DON'T want a Jedi, yet may want a branch or 2. Having to wait months for that particular branch is lame.
If you pick up the quest to unlock the 1st box, for example, you will have to complete the quest before the phase changes.
That being said....don't take a quest unless you're prepared to get down on it. /shrug

Looks like you might be getting confused on what it is that I am saying. Each Phase will last X weeks, where X is the number of weeks that the DEVs have determined. Currently, X = 3 weeks. This is the information being released while on Test Center. Its kind of hard to give any hard numbers/facts with something that is on TC.
No information has been given as to how Phase shifts will be implimented on Live. My guess is that the phase shifts will not be set to a hard number, like 21 days, but will rather be set to shift around 21 days.
Atthe end of the Phase 2 & 3 Crafting quests an E-mail is sent out that discribes the percentage ofvillage items that were added and the overall 'health' of the village. I'm not sure about the relevance of such data though....
