From what I remember, combat droids are not outlawed during this time period. The Empire used Dark Troopers (which are droids) shortly after the Battle of Yavin (when the Death Star was destroyed). This is the same time period as this game, between Ep. 4 and 5.

The Republic did make droid armies illegal after the battle on Naboo from Ep. 1 (hence the Clone Army), butthe Empire was usingDark Troopersduring the time period that this game is set in.
