Since all batteries last the same amount of time regardless of experimentation, resources, etc., I'm 99% sure that ALL batteries, whether they are crafted pre- or post-patch, will have the new duration. In other words, the duration of any given battery is not a property of that battery - it's a property of all batteries. Change one and you change them all.
Given past post-patch behavior, I imagine a battery pulled out of a crate after the change at least would get the new bonus.

...or a Scout, or an Entertainer, or use an autorepair tank droid...
Between my alt and toons on other servers I use droids for everything I can. When harvesting, the second biggest issue after pulling the droid out and putting it away a lot, is the fact the batteries drain about twice an hour. As an entertainer, nothing bothers me more than having to stop playing music, recharge my Effects droid, and start playing again. It is one more thing to remember when I already have more than I can handle in a given show. Having a concert goer or a patron stop paying attention to my act, and tell me my droid needs a charge.... grrrr.
Based on my experience, and on the feedback from my customers, I agree with Drashk that there are a fair number of people out there that will begin to use their droids more often.

Charge more for the batteries if that's it, as long as I don't have to feel like I'm constantly feeding it
