Or the Probot was not installed with any armor or combat modules.

Does the droid have any other functions, such as Auto-Repair Modules, Stimpack dispensor, Storage, etc...
It really sounds like the droid did not have any combat modules installed.
There is also the possiblity that the droid that you have had no module installed it, when it was built.
All Probots, prior todays publish were CL18, with a decent Health, and could hit for good damage. \
Then again, the droid conversion wasn't tested very well, since majority of the people who appeared to be testing the publish, on TC-Corby, were non-Corby natives. If only there was a Test server that had an established community to test things like this.

I'd definitely bug that. But like Drashk said, we're not seeing that as a whole.

While running around Chily today, I noticed a lot of odd droid behaviour. I saw a few CL18 Droids, that the owner told me didn't have armor or combat, prior to the publish, but had combat post publish.
There just wasn't enough testing with datapad droids, for obvious reasons in some cases. The lack of a Droid Conversion Focus thread really didn't help the situation either.

One of the probots was pre-pub 7 (made after probot nerf though). The other I just bought on a vendor before pub 18. But it probably did not have any combat modules at all and only autorepair. I thought all probot had a built in combat module (before pub 18).
lol my pre-pub 7 Probot had some damage, nowhealth is 3/108
btw is the converted droids (those who got converted correctly) better than what can be made now? I bought 3 droids in pure speculation when I saw they would convert to max damage/armor/health even if only having 1 combat module. For example a tank droid with 1 combat module and rest autorepair would be better than something made after pub-18

Thinking about it some more and doing some more reading, I think it likely that my droid was a pre-pub. 7 droid that had been sitting. His conversion matches the symptons that those droids experienced. Being impatient, I've already gotten rid of him and bought a new droid from you Rasal (which turned out to be afflicted with the no attack bug but that's another story).
