Hmm, tough choices. . . I hope all the issues eventually get addressed. But, as the devs need *some* prioritization, here goes. . .
1: 23 (not a game development issue per se, but I consider it top priority)
2: 3 (need to 'bias' the game towards less mind damage/mind damage more difficult to do)

I'd gladly take 1/2 the normal xp for healing a pet.. or 1/4..
