Ok so we have gotten this far. There is one more problem to resolve, as far I can tell anyway. Players can put multiple commands on one line, so they could pause for 9:59, say something, then pause again. This would allow them to simulate being at the keyboard. I would suggest the macro syntax beused with multiple commands on a single line as well.
So, instead of typing:
/pause 3000; /tell frostbite take the kool aid out of the freeze before it becomes ice
I would type:
$/pause 3000; $/tell frostbite take the kool aid out of the freeze before it becomes ice
The maximum number of characters that can be put in a macroand the keyboard buffer can be expanded to accomodate the extra $ characters.
I believe I have thought this through pretty well but am also sureI missed something. Look it over and post what you think and any flaws you see.

Minimal hassle to change existing macros, I like it.
So long as AFK can be controlled, I'm all for it.

good points, 5k for an ability, i just run an AFK macro all day in Mining Outpost for free.

Actually, in response to the /covercharge concerns about entertainers, its not a problem at all. Theres ALWAYS someone in the cantina whos NOT charging a covercharge. If people would take 20 seconds to check out the ents in a cantina they would find the free one and listen to him (this is assuming all of them are afk). Now for ATkeyboard ents, most of them are NOT covercharging and actually broadcasting that they arent (I do anyway). When im performing I try and entertain my customers and let them tip what they want, not demand that they give me 5K. So heres a tip. Search all the AFK ents at a cantina (if theres nobody ATkeyboard) and abuse the one whos afk and FREE. Hes not going to know whos watching him and what does it matter, hes afk anyway. But go to the ATkeyboard ent first if possible.

I don't think you understand what they were saying.
They weren't saying 5k is outrageous to charge.
They were saying "why do some people persist with finding ways to avoid actual play, but prefer to simply set up macros and do niothing?"
When you sit around and run a macro, a Doctor who's actually playing the game has no reason to fulfill the role you're filling while you're not even at your computer.
